Special Department Order No. 2
Series 2009-2010
This Special Department Order is issued pursuant to Article 10, sections 1 and 2 of the By-Laws of the Department of Ohio, Sons of Union Veterans of the Civil War pertaining to amendments to the By-Laws of the Ohio Department.
The following amendments to the Ohio Department By Laws will be presented for consideration at the Annual Ohio Department Encampment scheduled for June 12, 2010 at the Franklin County Veterans Memorial in Columbus, Ohio. The encampment is scheduled to begin at 9:00 a.m.
Proposal #1: Amendment to emphasize the duties of the Camp Secretary by adding a new paragraph to Article 3 Section 3 (2) and identifying the paragraphs with the letters (a) and (b). The proposed changes are in bold print.
Article 3
Officers and Duties
Section 3 : The Officers shall perform such duties as are set forth in the Constitution, Rules and Regulations and as may hereafter be specified:
2. (a) The Secretary-Treasurer shall have copies of the record of each Department meeting printed and distributed throughout the Department. He shall prepare an annual report and furnish copies of said annual report to the Department Commander and to the chairman of the Department Council. In addition to the foregoing, the Secretary-Treasurer shall maintain a roster of the Department members-at-large and shall collect annual dues from such members-at-large.
(b) The Camp Secretary shall perform all duties pertaining to his office, keep all books of record, and shall provide duplicate annual reports to the Department Secretary on or before the 30 th day of April upon the forms prescribed by the Order.
Proposal # 2: Amendment to bring Article 4 Section 1 of the Department By-Laws into conformity with the SUVCW National Regulations. The second sentence of this section is to be removed from the By-Laws. The proposed changed is in bold print.
Section 1: There shall be fixed at each Annual Encampment, by a majority vote of the members present and voting, per capita dues, to be paid by each Camp and forwarded with required reports, upon the number of members reported. Such reports and dues shall be forwarded by each Camp so as to reach the Department Secretary-Treasurer not later than the tenth (10th) day after the close of the period for which reports are required.
Proposal #3: Amendment relating to Junior Associates.
Replace existing Article 8 Section 1, paragraph C (2) which was added to the By-Laws at the Special Encampment held on January 16, 2010. This change will bring the Department By-Laws into conformity with the National SUVCW Constitution. The proposed change is in bold print.

Membership
Current By-Law:
Section 1 paragraph C
2. The Department may accept Junior Associates and individual camps within the Department may accept Junior Associates if their Camp By-Laws provide for Junior Associates.
Proposed Section 1 paragraph C
2. Junior Associates are males less than fourteen (14) years of age who do not meet the qualifications stipulated in Article III of the Sons of Union Veterans of the Civil War Constitution and Section 5 of the Articles of Incorporation but otherwise meet the requirements for membership established by the National Organization.
Proposal # 4: Amendment relating to the installation of camp officers.
Add a new sentence at the end of Article 9 Section 2. This change will bring the Ohio Department By-Laws into conformity with the SUVCW National Regulations. The proposed change is in bold print.
ARTICLE 9
Camp Election and Installation
Section 2. The officers of the Camp shall be installed at a Regular or Special meeting of the Camp to be held between the first meeting in November and the first meeting the following January, and may be held publicly or in conjunction with any of the Allied Orders of the Grand Army of the Republic. The installation of Camp Officers shall be conducted by the Department Commander, or by a person designated by him.
